IELS Lab Delivery is a medical logistics Android application developed by the National Health Mission Tamil Nadu to streamline the transportation and management of samples under the Integrated Essential Laboratory Services (IELS) program. The application ensures the efficient collection, tracking, and delivery of laboratory samples from various healthcare facilities to designated government testing institutions. It enables seamless coordination between field-level health facilities and higher-level diagnostic centers to ensure timely testing and reporting.

Sample Collection Management


This module enables healthcare facilities to digitally register laboratory samples collected from patients. Facility staff can enter sample details such as patient information, sample type, quantity, and collection date. The system ensures that all samples are recorded accurately and prepared for transportation to designated laboratories. This digital registration helps maintain proper records and avoids manual errors in sample tracking.

Facility Mapping System


The application maintains a comprehensive database of participating healthcare facilities including Primary Health Centres, Government Hospitals, and other public health institutions. Each facility is mapped with its geographic location in the system. Based on the facility location, the application automatically identifies the nearest laboratory cluster and determines the most appropriate testing institution for the sample.

Cluster Management Module


Cluster management is a core component of the application. Government hospitals and medical colleges under the Directorate of Medical Services and Directorate of Medical Education are grouped into clusters based on geographical proximity, distance matrix analysis, and availability of laboratory testing services.
This cluster-based approach ensures that samples are transported to the nearest capable laboratory, reducing turnaround time and improving operational efficiency.

Delivery Personnel Management


The system allows administrators to register and manage delivery personnel responsible for transporting samples. Delivery staff are assigned specific routes and clusters through the application. Once assigned, the delivery personnel can view their assigned facilities, scheduled pickups, and delivery destinations within the mobile app.

Logistics and Route Optimization


Using facility mapping and cluster allocation, the system helps optimize transportation routes for sample delivery. The application ensures that samples from nearby facilities are grouped together and transported efficiently to the assigned cluster laboratory. This reduces travel time, improves fuel efficiency, and ensures faster sample processing.

Real-Time Sample Tracking


The application provides real-time tracking of sample transportation from collection to delivery. Health administrators can monitor the status of samples, including pickup confirmation, transit updates, and delivery completion. This improves transparency and ensures accountability in the sample transportation process.

Laboratory Delivery Confirmation


Once the delivery personnel reach the assigned laboratory, the application records the successful delivery of samples. The receiving laboratory staff can acknowledge the receipt of samples through the system, ensuring that the chain of custody for the samples is properly documented.

Monitoring and Reporting Dashboard


Administrators can access dashboards that provide insights into the number of samples collected, transported, and delivered across facilities and clusters.
